United Homecare Services was founded in 2001 as a nonprofit company with the mission “To enhance the dignity of life of Oregon seniors and partner with families who seek home assistance.”
Our Story: People Before Profit
United Homecare Services is proud to be a 501(c)(4) nonprofit organization. Unlike many traditional homecare agencies, UHS has no private owners, shareholders, or investors receiving profits from the care we provide.
Our organization is governed by a Board of Directors, while our leadership team and employees are compensated for the important work they perform. The resources generated by UHS are reinvested into the organization, helping us support our employees, strengthen our services, create local jobs, and continue providing dependable in-home care throughout the communities we serve.
A Local Vision That Became a Lasting Legacy

United Homecare Services began 25 years ago in Coos Bay, Oregon, when Bob Menzel recognized two important needs in his community.
He saw individuals who needed trustworthy support to remain safe and independent in their own homes. He also saw an opportunity to create meaningful employment for local residents and contribute to a stronger local economy.
From that vision, United Homecare Services was created.
After Bob’s passing, his son, Jeff Menzel, continued the mission as Executive Director. Under Jeff’s leadership, UHS grew while remaining true to the culture, values, and personal approach on which the organization was founded.
Following Jeff’s passing, his wife, Priscilla, became Executive Director. She continues to guide UHS with the same dedication to quality care, strong communities, and meaningful relationships. Their daughter, Hanna, now serves as Junior Director, representing the next generation preparing to help carry the organization’s mission forward.
Growing With Purpose
Our goal has never been to become the largest homecare agency. Instead, we have chosen to grow thoughtfully and responsibly while remaining connected to the people and communities we serve. That means staying small enough to know our employees, value every client, support our local communities, and protect the culture that makes United Homecare Services different.
As we continue to grow, we remain focused on creating local employment opportunities, providing dependable in-home care, and building an organization that will serve clients, employees, and communities for generations to come.
